While the Japanese government is adjusting the acceptance of foreign workers in certain sectors according to established quotas, these measures do not mean that the entire SSW program has been suspended. According to information from Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF), the government temporarily suspended the issuance of Certificates of Eligibility (COE) for Specified Skilled Worker (SSW) No. 1 in the Food Service sector starting April 13, 2026. The measure was introduced because the number of workers accepted under this category was approaching its designated quota. However, it is important to understand that this adjustment does not mean Japan has stopped recruiting foreign workers. The demand for skilled professionals in the hospitality industry remains high, driven by the continued growth of Japan’s tourism sector.   Japan’s Hospitality Industry Still Faces a Labor Shortage Japan is currently experiencing a significant increase in international tourist arrivals, directly contributing to greater activity across the hotel and tourism industries. Hotels, ryokan (traditional Japanese inns), restaurants, and tourist destinations need more skilled workers to maintain high-quality services for visitors. According to reports on Japan’s tourism sector, more than 70% of surveyed accommodation facilities reported staff shortages due to increased demand for services and tourism-related activities. This situation highlights the continued need for workers with strong customer service skills, communication abilities, and an understanding of Japanese workplace culture.   Hospitality Jobs in Japan Continue to Offer Promising Opportunities Despite recent adjustments to Japan’s SSW Visa regulations, employment opportunities in Japan—particularly in the **hospitality sector** remain promising. The rapid development of Japan’s hotel and tourism industries continues to increase demand for professional workers, including foreign talent who can help address the country’s ongoing labor shortages. Regulatory adjustments should not necessarily be viewed as a barrier to pursuing a career in Japan.
